Guideposts of Policy

  1. Active (Regular) Membership
    1. An active member must be of good character and community standing who resides, works or has other community interests within the Patchogue, New York area.
    2. An active member should be engaged in an occupation in a recognized line of business, vocation, agricultural or institutional or professional life or who having been so engaged, has retired.
    3. An active member must pay a one-time membership fee and annual membership dues and shall be entitled to all of the privileges of the Patchogue Kiwanis Club.
  2. Members Emeritus
    A former Member who has achieved 25 years of paid membership or Past Presidency and resides out of the club’s service area may be granted this status. It carries no official status with Kiwanis International nor with the New York District and it carries no privileges except respect and recognition for the years of service provided. The only recognition for this status shall be inclusion in a separate category on the roster, receipt of periodic communications by E Mail only, and welcomed as a paying participant at any meeting or social function.

    This classification shall be approved with a majority vote of the board and may be proposed by the Membership Committee at any Board Meeting. This Status is a Patchogue club recognition and carries no other Kiwanis recognition or status. No dues are required.

  3. Credit For Attendance
    Credit for attendance shall be granted to a member:
    • When a member is actually present in person at a regular meeting or a round table meeting; or
    • When a member is actually in person at a regular meeting or a round table meeting of some other Kiwanis Club any day during the calendar month in which the absence occurs, or within six (6) days immediately prior to following that month (Saturdays, Sundays and Legal Holidays excluded); or
    • When a club member appears at a regularly scheduled time and place of a club meeting and finds no such meeting being held, if verified by the club Secretary; or When the member attends the regularly constituted meeting of this club’s Board of Directors held within the same calendar month or within seven (7) days immediately prior to or following that month. In the event a club holds more than one regularly scheduled board meeting, make-up attendance shall be permitted during any one month; or
    • When in attendance at a Temporary Organizational meeting of fifteen or more Kiwanians in a location where no Kiwanis Clubs are meeting; or
    • When a member is absent from a meeting or meetings of the Patchogue Kiwanis Club in going to, attending, and returning from an International Convention (provided the member is officially registered). or a meeting of the International Board of Trustees, or a meeting of the International Council, or a meeting of a standing or special International Committee, or a meeting of International Committee Chairmen, or a meeting of a District Board of Trustees, provided that this privilege shall not extend beyond a period of thirty (30) days in the case of an International Convention or ten (10) days in any other case, which period must include the week during which the convention or meeting is held; or
    • When the member visits the Kiwanis International Office in Indianapolis, Indiana, or the Kiwanis International Regional Office-Europe in Zurich, Switzerland. Such credit shall be limited to twice yearly, once from January to June and once again from July through December with limitations for make-up as stated above. A certification of the member’s visit shall be issued and forwarded to the club Secretary; or
    • When the member attends a District Convention, District conference, or a planned divisional meeting or conference during the calendar month in which the absence occurs or within six (6) days immediately following that month; or
    • When the member attends the regular meeting or Board of Directors of a Key Club, Circle K Club, or Builders Club, or when the member attends a District or International Convention of Key Club International or Circle K International. Credit for attending any such meetings shall be limited to not more than two a month; or
    • When in attendance at a social affair, meeting of another club, meeting of a committee at a wake or consolation visit by the club as a group shall all count toward regular attendance.

    Attendance at a regular meeting shall not be counted unless the member is present in the dining room and is credited for attendance by the chairman in charge of attendance. The adequacy of excuse and whether participation of a member is “active” is to be determined by the Board.

    Spouses’ night meetings, interclub meetings, etc. which are made the regular meeting for the week, or a Round Table meeting at the hour and place of the regular meeting, are to be recognized for credit. An accurate record of the attendance of all active and other members must be kept in conformity with these rules and reported in the club’s official Monthly Report.

    Kiwanians in the House and Senate of the United States or in any state legislature or serving in a legislative capacity in any law making body or a Kiwanian serving on active jury duty, and only while engaged in such service, shall not be subject to the regular attendance requirements of an active member, and such members shall maintain their standing in the club while rendering such service to their governments.

  4. Solicitation
    No member shall use the membership list for personal business gain nor allow a family member, partner or any other business associate to do so.
  5. Leave of Absence
    A leave of absence excuses the member from attendance rules for the time involved and shall not count against the club attendance record, while retaining the member as a dues paying member. For perfect attendance purposes (for club records only) the member has the opportunity of making up the meetings upon return for a period equal to the member’s leave of absence. Other wise, perfect attendance would resume at the point interrupted immediately upon the resumption of attendance with no loss of weeks already accumulated.
    1. Upon formal request, and by a vote of two thirds (2/3) of the entire Board. a member may be granted a leave of absence for a period of not less than ninety (90) days but not exceeding six (6) months for conditions as follows:
      1. When confining illness will prevent attendance;
      2. When special and/ or temporary business conditions, professional assignments, or travel will prevent regular attendance;
      3. When military service removes a member beyond the Patchogue Kiwanis Club area. Any member who requests a leave of absence because of the member’s military service shall have the dues paid by the club.
    2. Upon formal request, and by a vote of two thirds (2/3) of the entire Board, a leave of absence may be granted when a member removes his or her residence and community interests beyond the Patchogue Kiwanis Club area. This leave of absence is provided to give the member an opportunity to become affiliated with another Kiwanis Club in a new location while retaining membership status in the Patchogue Club. Leave of absence under this section will terminate upon entering another club. Persons granted a leave of absence under this section may not retain office in the club.
  6. New Members. (Membership Process)
    1. When a member is considering a person for membership in the Patchogue Kiwanis Club the following questions should the considered:
      1. Is the prospect a person that would fit into the culture of the club?
      2. Would this member be interested in working on any of the various committees in the club?
      3. Does the prospect have the time to spend with club activities?
      4. Would the prospect be capable of working through the chairs of the club?
      5. Would the prospect have the means to be an active member?
    2. If the answer to each of the above questions is yes. The sponsoring member should ask the person to attend a meeting to get a feel of what the club is all about. No mention of possible membership should be made to the person.
    3. If the person shows interest in becoming a member, the sponsor and co- sponsor will attend the next board meeting to present the candidate to the board. The sponsors should be prepared to answer any questions the board may have. This process must be done in person.
    4. The board will vote on the candidate; a 2/3 vote approval is required. If approved, the sponsor will inform the candidate that they are being considered for membership and that there are a limited number of openings and if interested the candidate will be required to meet with the membership committee. A date would then be set for the meeting. Important Note: The candidate is informed that a number of candidates are being considered to fill membership openings at this time.
    5. The candidate will meet with the membership committee where all aspects of membership are discussed.
    6. The membership committee reports their findings back to the board for discussion. The board will notify the sponsor with their decision. If a candidate is not recommended for membership they will be notified by letter from the secretary that the openings have been filled and they may be considered again at a later date, when additional openings become available.
    7. A new member must attend at least one(1) Board meeting within the first three (3) months of membership.
    8. A new member shall wear a bib upon induction and shall continue to wear such a bib until a majority of active members have signed it and the member shall have identified by first and last name all active members in attendance at a regular meeting within six (6) months of induction. After that time the member may be fined at the discretion of the President.
    9. Every new member shall pay to the Secretary, prior to induction, an Initiation fee of $50.00 in addition to a pro-rated portion of the annual dues. Dues will be pro-rated on a monthly basis and charged for the remaining monthly periods of the year. New members inducted in the last quarter of the administrative year will be forgiven the monthly dues but must pay the full following year's dues prior to induction. The $100 charter night assessment will be collected only if the induction is held prior to that year’s Charter Night.

  7. Board Meetings
    Board meetings shall be hosted by a different board member each month at the discretion of the Board.

General Policy

  1. Fines
    The President is empowered to levy discretionary fines up to $5.00. The President may empower a member in good standing to levy fines on his or her behalf.
  2. Solicitation of Funds
    There shall be no direct solicitation of moneys at a meeting for non-Kiwanis activities.
  3. Introduction of Guests
    Guests shall be introduced by their hosts. Guest speakers shall be introduced just prior to their speech as part of the program.
  4. Bulletin (RoadRunner)
    A bulletin (RoadRunner) shall be printed and sent out each week to the members, containing a report on the previous meeting. The bulletin may be mailed via the US Postal Service or electronically to each member. The President may designate a member present at a meeting to write the bulletin for that meeting. The President may also required to designate any member(s) to edit and/or process the distribution of the bulletin for any month. A membership list including the home telephone number of each active member (and spouse’s first name) shall be revised and distributed monthly at the convenience of the Bulletin Chairman, Kiwanis Kalendar editor or at the request of the President. Members who do not provide an E Mail address to receive E Mails from the club shall pay a $25 annual fee for processing, postage and stationery. This charge will be made at the time of dues billing or at induction and will be mandatory.
  5. Special Meetings
    One meeting each year at the discretion of the board shall be set aside as Past- President’s Night, and shall be held at a time and place designated by the President. A Parent and Child Night shall be held once a year at the discretion of the President and Board at a time and place designated by them. Past Presidents will be guests of the club at Past Presidents Night.
  6. Charter Night
    A charter night shall be held each year in the month of May. Each active and senior member shall be expected to attend. The estimated cost of one ticket but no less than $100.00 shall be included with the dues of each member. Funds collected for this purpose shall be designated solely for use of supporting the event.
  7. Committees
    1. Standing Committees along with subcommittees shall be established each year. A Chairman and a least two committee members shall be appointed for both the committee or sub committee.
    2. The Chairman will be responsible for all finances of the committee. He will establish and have approved a budget for the event or fund raiser. He will ask the board for seed money if required.
    3. Standing Committees and Subcommittees:
      • Boys & Girls
        Food and non food card requests will be sent to board members via E Mail prior to distribution. The chairman will be responsible for management and distribution of all cards. Monthly budget is $250.00. All donations made by the club are to be logged as to amount and recipient. (The requesting member or other responsible person such as a school nurse can be the recipient if anonymity is an issue) Food cards and non food cards are each $25.00. It is not to be understood that each needy request gets $250. Requests for larger sums will be brought to the board for approval as well as repeated requests for assistance.

  8. Sunshine Committee
    The Chairman of the Sunshine Committee shall send a suitable acknowledgement to spouses of members if hospitalized, and to any members or immediate families of members in case of death. Immediate shall be defined as spouse, son, daughter, father, mother, brother or sister of the member. Newborn children and grandchildren of club members shall receive a $100 savings bond in lieu of flowers to the parents
  9. Meeting Place
    The Regular Meeting Place may be changed by a plurality vote of members voting at a regular meeting, after recommendation by the Board of Directors, and publication for two weeks in the Bulletin.
    Problems or complaints in connection with the meeting place shall be reported to the Chairman of the House Committee or the President. No members shall make
  10. complaints directly to the management or restaurant staff.
  11. Key Clubs, Builders Clubs and Circle K Clubs
    The advisor of each Key Club, Builders Club, Venture Crew and Circle K Clubs shall arrange for two members of the Key Club, Builders Club, or Circle k Club and their advisor to be a guest at a regular meeting biannually and shall notify the President who they are.
  12. Scholarships
    Preference shall be given annually to the Patchogue-Medford and Bellport High School students who are members of the respective Key Clubs and St Joseph’s College students who are members of the Circle K Club.
  13. Clergy
    The Clergy of the club shall pay $5.00 for meals at regular meetings and shall be exempt from fines.
  14. Proper Attire
    Gentlemen members from October 1st to June 1st must wear jackets and Kiwanis Button. The President may fine any member $1.00 for each failure up to $5.00 to observe this rule.
  15. Secretary
    • The Secretary shall notify each member whenever the member is not in compliance with the by-laws.
    • The Secretary is required to rent a Post Office Box for Kiwanis use.
    • The Secretary is required to send a notification of dues to each member by July 15th of each year by United States mail service to reflect requirements of Kiwanis International
    • The Secretary will submit online reports monthly.
  16. Treasurer
    • There shall be a separate accounting for the Administrative and Foundation fund..
    • All income shall be properly disclosed; all expenditures possible shall be by check.
    • No expenditures shall be reimbursed, unless there shall been approval by the Board prior to the expenditure.
    • The President, Secretary, Treasurer and President Elect shall be authorized to sign all checks of the Kiwanis bank accounts. All such checks in excess of $2,500.00 shall be signed by two of these four officers.
    • Payment for music and food at the regular meeting, bulletin and sunshine shall be made promptly each month without waiting for approval of the Board, which approval is hereby automatically given.
    • Every Treasurer’s report shall include funds previously obligated, appropriated or anticipated.
  17. Rules
    These rules shall not supersede the By-Laws of Kiwanis International
  18. Elections
    Elections and nominating committees shall be chaired by the Immediate Past- President and comprised of a membership of the President and Past Presidents. Elections shall be held on or about the fourth Tuesday of April. Notice shall be published in the bulletin of the upcoming election for three weeks prior to the election. Positions being elected shall apply to both the Club and the Charitable Foundation.
    Each elected position (Treasurer, President-Elect and President) is encouraged to advance toward Past President. The Secretary is appointed by the incoming President and needs to be approved by the Incoming Board of Directors immediately after the election. There is no requirement of service as a member of the Board of Directors to run for an elected position within the club, but candidates are encouraged to serve a term as a member of the Board.
  19. Board Vacancy
    A vacancy of the Board of Directors shall be filled by nomination by the President and approval by a majority vote of the remaining members of the Board of Directors.
  20. Dinner Meetings
    Guest Speakers- The club shall pay for the meal of a guest speaker. Any additional guest speakers shall pay for their own meals and shall be advised by the inviting Kiwanian prior to their appearance.
  21. Amendments
    These guideposts may be amended in the following manner: Majority vote of members present at a regular meeting, upon recommendation of the Board of Directors.
  22. Annual Membership Dues
    Dues shall be $250 annually including $100 which shall be applied for Charter Night expenses. Dues shall be billed before July 15th of each year and are due by Oct 1st and applied for the following year ending Sept 30th. Dues collected after Dec 1st shall be $250 including the charter night assessment of $100 and appropriate Kiwanis International Fee.
  23. Date of Last Revision

    These Guideposts have been last amended at the meeting of June 21, 2016.
    They should be reviewed every five (5) years to update and for consideration of changes in club policy.
